July 14, 2011. U.S. - Russian International Adoption Agreement Signed. After over a year of long negotiations, Secretary of State Hillary Clinton and Russian Foreign Minister Sergey Lavrov signed a bilateral agreement regulating international adoption between the two countries. The agreement provides for heightened scrutiny of American adoptive parents, both before and after placement, as well as mandating increased information flows to prospective adoptive parents.
